I believe it should be a choice. This is especially true when something is basically experimental. I understand that the approvals needed to be rushed but when you now look at the breakthrough cases, it appears that the efficacy could be much lower than anticipated, to a point that it would not have gotten approval had there not been the level of pressure we have seen. That sets a real bad precedence.
